Thousands of households in Japan are still without power, two weeks after the Tokyo area was hit by Typhoon Faxai. NHK has learned that Tokyo Electric Power Company initially estimated it could handle the outage in a few days without grasping the full extent of the damage.
The massive blackout began in Chiba Prefecture near Tokyo on September 8. At the time, TEPCO said services will be restored by September 11. It has since pushed back the date several times.
... They say the utility focused on quickly carrying out broad inspections without fully checking mountainous and hilly areas, where damage to transmission facilities was greater.

この台風は勢力を強めながら北西に進み、6日(火)頃には西日本から南西諸島に接近するおそれがあります。

4日(日)午後3現在、父島の北北西約180キロにあって、時速35キロで北西に進んでいます。中心気圧は992ヘクトパスカル、最大風速は25メートル、最大瞬間風速は35メートルとなっています。
この台風は勢力を強めながら西寄りに進み、5日(月)から6日(火)にかけて九州付近に接近し、上陸するおそれがあります

5日(月)午前6時現在、潮岬の南南東約380キロにあって、時速30キロで西北西に進んでいます。中心気圧は985ヘクトパスカル、最大風速は30メートル、最大瞬間風速は40メートルとなっています。
この台風は勢力を強めながら西寄りに進み、5日夜から6日にかけて九州付近に接近し、上陸するおそれがあります。

6日(火)午前5時頃、宮崎市付近に上陸しました。

台風はこの後も北よりに向かい、27日(土)の午前中には潮岬付近に進む見込みです。
この台風は27日から28日頃にかけて東日本太平洋側に接近・上陸するおそれがあります

この台風は、今後も東シナ海を北寄りに進む見込みです。

The Stick Fighting, miyaboo 宮棒, is an old tradition of our area, used by farmers to defend themselves with farmers tools. The children of our local primary school start learning it at age 6. The lion dance and stick fighting performance is a living treasure of Okayama prefecture.

‘Explosive’ Typhoon Hagibis has Tokyo area in its sights
after rapidly gathering strength in Pacific
Japan is bracing for another powerful typhoon. The storm could hit wide areas of the country over the upcoming three-day weekend and weather officials are urging people to be prepared.
East Japan Railway Company says it may suspend some train services this weekend as Typhoon Hagibis is forecast to hit the Tokyo area on Saturday and Sunday.
Two Rugby World Cup RWC matches on Saturday will be canceled due to the expected impact of a violent typhoon approaching Japan.
The games are between New Zealand and Italy, and England and France.

Forecasters say the storm could pass directly over the greater Tokyo area, one of the largest urban centers in the world.
The Japan Meteorological Agency says Hagibis has intensified into a particularly powerful storm.
Japan's justice minister is also calling on visitors and foreign residents to pay attention to the weather updates.
He said, "Please stay informed by checking the government's official twitter accounts, such as the Japan National Tourism Organization."
He's urging people to download an app called "Safety Tips," which the Tourism Agency provides for foreign visitors. He also suggests following the official twitter account of Japan's tourism organization to stay informed.
The storm is already causing problems for the Rugby World Cup. Organizers have had to call off two matches between New Zealand and Italy, and England and France.
It's the first time a World Cup match has ever been cancelled. Tournament rules say the games will be recorded as a draw.

One of the most powerful storms of the year is forecast to make landfall in Japan on Saturday. Typhoon Hagibis is expected to bring record-breaking rain and winds to the Tokai and Kanto regions, including Tokyo.
Strong winds are expected to buffet wide areas from western to northern Japan on Saturday. Caution is advised for possible record-breaking gusts in Tokai and Kanto.

Hagibis leaves damage across Japan
Typhoon Hagibis has caused death and destruction across Japan. Three people have died, one other was found without vital signs, 17 people remain missing, and more than 90 people were injured.
In Nagano Prefecture, three cars were washed away by flood waters near the Chikuma River. Three people have been rescued but three others remain missing.
The Tama River, which flows through Tokyo, has overflowed. Some buildings, including a hospital, were flooded as a result.
The local fire department dispatched a rescue team to confirm if there is anyone who failed to escape. So far, one man has been found dead.
In Fukushima Prefecture, fire department officials in Nihonmatsu city say two people went missing after a landslide destroyed a house.
Two people are also missing in Shirakawa city after their cars were submerged.
A city official from Tomioka in Gunma Prefecture says two houses collapsed in a landslide. One man was rescued but later died.
Rescue efforts are underway to find two other people who remain missing.
In Chiba Prefecture, a barrage of violent gusts of wind caused extensive damage to some homes.
A 50-year-old man was found in an overturned car and later died. Police are looking into whether strong winds caused the accident.
In the Tokyo metropolitan area, more than 300,000 homes are still without power.

A wide area along the Chikuma River in Nagano Prefecture
has been inundated with the torrential rain brought by the storm Hagibis.
Officials of the city of Nagano and neighboring cities are calling on residents to take the utmost caution for their safety.
A survey conducted by the land ministry using a drone shows that the water broke a levee in a 70-meter stretch in the Hoyasu district of Nagano city. Rescue official are working hard to drain the water.
Local officials say that another levee at the river in the city of Ueda could collapse. Officials are dealing with the situation at the site.
Parts of the river bank burst in the city of Nagano.
Water gushed into a residential area. Stranded residents were seen waving from a second floor balcony.
City officials say that they received many reports of houses flooded up to the second floor. Rescue operations are underway with Self Defense Force helicopters.
Three vehicles fell to the Chikuma River after a road near a bridge collapsed in the city of Toumi on Saturday evening. Among six people who were in the vehicles, three of them are still missing.

NHK has learned
that Typhoon Hagibis claimed at least 42 lives across the prefectures of Miyagi, Fukushima, Kanagawa, Tochigi, Gunma, Saitama, Iwate, Nagano, Ibaraki, Chiba and Shizuoka.
186 people were injured and 15 are still missing.
Japan's land ministry says by Sunday noon
it had confirmed the collapse of levees at 10 locations on nine rivers, due to heavy rains brought by Typhoon Hagibis.
Among those, six rivers under state jurisdiction suffered levee breaches at seven locations.
They are -- the Yoshida River in the vicinity of Miyagi Prefecture's Osato-cho, two locations on the Kuji River in the vicinity of the city of Hitachiomiya in Ibaraki Prefecture, the Toki River in the vicinity of Higashi Matsuyama in Saitama Prefecture, the Oppe River in the vicinity of Kawagoe in Saitama Prefecture, the Tsukumo River in the vicinity of Higashi Matsuyama in Saitama, and the Chikuma River in the vicinity of the city of Nagano.

The three other locations are at three rivers under the jurisdiction of Tochigi Prefecture.

The Hokuriku Shinkansen
has resumed service between Tokyo and Nagano, but with fewer trains for the time being.
Carriages used on the line were damaged when a storage facility was flooded. The facility in central Japan used to repair or store bullet trains. JR East says water rushed into the facility when the nearby Chikuma River overflowed.

Company officials say 10 trains, a total of 120 carriages, were damaged. That's one third of the trains on the line.

Death toll nears 66 due to Typhoon Hagibis
Emergency crews across Japan are racing against time to rescue over a dozen people who are still missing after Typhoon Hagibis ravaged the nation over the weekend. Authorities say the death toll stands at 58.
More than 200 were injured during the weekend storm. Officials say many areas received up to 40 percent of their yearly rainfall in only a day or two.
The storm caused about 200 rivers to overflow. Levees burst on about 50, flooding streets and residential areas. Among them ... the Chikuma River in Nagano Prefecture, northwest of Tokyo.
Houses across the region were flooded. Muddy waters are hampering cleanup efforts.
The floodwaters have also crippled one of Nagano's major industries: apple farming.
A maintenance yard for the Hokuriku bullet train line was also swamped. Its operator says 10 trains and their 120 carriages were damaged when water levels rose by an estimated 4 meters.
Land ministry officials say they've received reports of about 140 landslides across the country.
NHK has learned that floodwaters reached the first floor of about 8,000 houses and 800 others were damaged to some extent.

Japan's land ministry says by Monday evening it had established that Typhoon Hagibis caused the collapse of levees at 52 locations on 37 rivers in seven prefectures.
Among those, levee breaches occurred at 12 state-administered locations on seven rivers.
These include: one location in Sukagawa City, Fukushima Prefecture, on the Abukuma River; one location in Osato Town, Miyagi Prefecture, on the Yoshida River; one location in Higashimatsuyama City, Saitama Prefecture, on the Toki River; two locations in the cities of Higashimatsuyama and Kawagoe, both in Saitama Prefecture, on the Oppe River; three locations in the cities of Naka and Hitachiomiya, both in Ibaraki Prefecture, on the Naka River; three locations in Ibaraki's Hitachiomiya City on the Kuji River; and one location in Nagano City on the Chikuma River.
Dike breaches were also confirmed at 40 locations on 32 rivers that are administered by the prefectures of Fukushima, Miyagi, Ibaraki, Tochigi, Saitama, Niigata and Nagano.

Rescuers are searching for about 10 people who are still missing 4 days after the storm.
The heavy rain burst at least 79 levees on rivers across the country.
NHK has learned over 14,000 houses were flooded. More than 110,000 households are without water supplies. Thousands of homes still have no electricity. It's unclear how long it will take to fully restore services.
Weather officials are warning that a low pressure system could dump more heavy rain on northern and eastern Japan on Friday and Saturday.

Backwater may have caused fatal flooding
An expert on river disasters says what's called the "backwater phenomenon" may have been the cause of fatal flooding in northeastern Japan during Typhoon Hagibis.
Five people were killed in the town of Marumori in Miyagi Prefecture, which is traversed by the long and wide Abukuma River.
Tokyo University of Science Professor Yasuo Nihei analyzed satellite imagery of Marumori shot by geospatial information company PASCO.
He says no levees were breached on the Abukuma River, but banks collapsed in several areas along its tributaries.
Nihei says rising water levels in the Abukuma River may have prevented tributaries from flowing into it, in what's called the backwater phenomenon.
He notes that the rain continued in a region that usually gets relatively little rain. He says new flood control measures may be necessary.
Nihei stresses the importance of getting information on rainfall, as well as water levels. He also says people who live near smaller tributaries that flow into large rivers should obtain data on the mainstream to assess conditions more accurately.

Typhoon Hagibis leaves massive waste

Typhoon Hagibis will likely generate more debris and waste than the torrential rain that hit western Japan last year.
The Environment Ministry estimates the amount of disaster waste in Tokyo and 10 prefectures will reach several million tons.
Details are not yet clear, but that would be more than the 2 million tons from last year's disaster, which claimed lives of more than 200 people.
Ministry officials say some waste has been left untreated partly because 10 disposal facilities were shut down, as of Wednesday, due to flooding and other problems.
The officials are asking local governments outside the storm-hit areas as well as private operators to help dispose of the waste.
The storm has also damaged radioactivity monitoring posts in Fukushima Prefecture, which hosts a crippled nuclear plant.
Nuclear regulators say 83 out of 3,700 posts in the prefecture went offline.
They say the ones out of service are used for everyday monitoring but the posts used in case of emergency are running properly.

Hagibis designated as 'extraordinary disaster' - NHK
The Japanese government has decided to designate the extensive damage from Typhoon Hagibis as an "extraordinary disaster." People in the affected areas will be given flexible treatment for administrative procedures.
The government made the decision at a cabinet meeting on Friday.
Last weekend's storm caused widespread damage in Tohoku in the northeast and the Kanto-Koshin region, including Tokyo.
The designation will allow people affected by the disaster to renew their driver's licenses after the expiry date. They will also be able to delay bankruptcy proceedings.
The justice ministry says procedures for residence status and other matters will be handled in a flexible manner if foreign residents fail to meet the deadlines because of the disaster.
Hagibis will be the sixth disaster to be given such a designation.
The government established the system after the Great Hanshin Earthquake in 1995.

Typhoon Hagibis farm, forest, fishery losses rise
Japan's agriculture ministry says the damage caused by Typhoon Hagibis to the farming, forestry and fishery industries continues to rise. So far, it has amounted to more than 100 billion yen, or 920 million dollars.
The ministry released an updated report on the financial losses in 38 prefectures on Friday morning.
At least 7,300 agricultural facilities, such as reservoirs and drains, have been damaged. The estimated cost of repairs is about 350 million dollars.
The figure for rice, apples and other agricultural products is over 78 million dollars. The damage is spread over more than 10,000 hectares, with forest roads, wood-processing plants and other forestry-related facilities sustaining about 289 million dollars' worth of damage.
Fishing ports and fishery facilities have seen losses of about 87 million dollars.
Ministry officials estimate the total cost will rise, particularly in areas where rivers have burst their banks. They are continuing work to grasp a full picture of the damage.

Levees, roads unrepaired 2 weeks after Hagibis

Two weeks have passed since Typhoon Hagibis swept across Japan, but damaged levees and roads have yet to be repaired in many areas.
The infrastructure ministry says that as of Friday, embankments had collapsed at 140 locations along 71 rivers in seven prefectures. It says 281 rivers in 16 prefectures had overflowed, inundating wide areas.
Repair work is underway in affected areas in preparation for more heavy rainfall and flooding.
Temporary embankments have been completed on the banks of rivers managed by the central government.
But makeshift banks are yet to be completed at 45 of 128 locations where levees burst on rivers managed by prefectures.
They include the Abukuma River in Fukushima Prefecture and the Uchi River in Miyagi Prefecture.
The central government will conduct some of the repairs. Officials plan to complete all temporary banks by the end of the month.
Typhoon Hagibis is expected to be designated an extraordinary disaster. This will enable the government to take charge of restoration work on six roads in five prefectures.
